After almost two decades of the adoption of the Racial Equality Directive and almost a decade of the Framework Decision on Racism and Xenophobia, Romani community continues to face widespread discrimination across the EU, as the findings of FRA’s European Union Minorities and Discrimination Survey (EU-MIDIS II) stated. At large the EU perspective sees Romani community as an outsider. Nevertheless, Roma is Europe’s largest minority, with an estimated population of 10 -12 million and they have been present since around 1,000 years ago. Thus, they are part and add value to our Cultural European diversity. However, Roma community has been portraited mostly with negative aspects that make it difficult for Society at large to recognize them as part of our EU heritage. This since they have had a small representation by themselves in the framework of the agenda for cultural diversity and intercultural dialogue.

PAL Art is a project that intends to be a movement created under PAL Network that have 76 organizations from 23 EU countries and partner countries. To further strengthen the integration of the Romani with an estimated population of 10 -12 million across EU it is important to provide rooms for their contribution to EU culture across borders. PAL Art will provide this from the perspective of Romani as leader of their narrative to fight discrimination.

More active participation, more positive attitude, increased opportunities of collaboration for Romani inclusion.
It has established a transnational partnership between 6 organizations –NGOs & privet entities that function as training centers and in the art industry- from different EU countries –Czech Republic, Bulgaria, Belgium, Greece, France & Croatia-. This will provide a strong background for the development of best practices approaches when dealing with education of disadvantage minorities with presence across and outside Europe such as Roma community.
HNM provides different training programmes and cultural activities for minorities in Czech Republic. They have supported different alliances for a better education for Minorities such as Roma communities. They have host artistic activities in the past that are perform by minorities; this sets in the minds of minorities that it is possible to take an active role in life.
UCLL is a well-known university who has experience in training programs for minorities such as Roma Communities. More importantly, it has the digital skills and experience in digital art creation for vulnerable groups in pilot local projects. They will provide as HNM the experience of running this local art projects. This time they will formalize the knowledge and skills needed to development contents for educational use and empowerment though art by spreading the knowledge in the digital area (MOOC).
LIGHT HOUSE OF THE WORLD is also an active organization working in vocational guidance –it has a mentor programme for education- so its value comes from its skills to actually implement direct activities with Romani people. They have a close approach to Roma community; their core value is inclusion of disadvantaged segments of the population such as minorities. Its strength came as well from the massive involvement of volunteers in their activities with their help they have created workshops in different art (music, painting…).
OECON GROUP Bulgaria is a private consulting group who has experience working with Roma community projects and with Erasmus+ project related to entrepreneurship and justice for Roma community. Its added value to the partnerships proceeds from its experience implementing training programmes and for its capacity to manage different resources with a strong quality approach.
OMG is a specialist in rising awareness campaigns for social development and social capital building. They have the expertise producing Short films with Romani community and displaying them in cultural events for massive audiences so their knowledge will be useful for the partners. Finally, AFL Studio is a private company that is involved with its community by its social responsibility activities. In fact, they are established in Ivry-sur seines a neighborhood outside of Paris that gathers an important community of minorities such as Romani. They have been working with the Municipality to build cooperation for inclusion. AFL Studio has expertise in developing art narratives for exhibitions related to public spaces for ecological and social innovation thematic.
AFL Studio is the first time that will participate in projects finance by EU funds for social development but definitely its professional trajectory working for Municipalities and schools in its core business but also for social responsibility assure us that they have the capacity and skills to stand this project. Partnership will support less experience understand Erasmus+ criteria.
